Not owned a Symbian phone in a long time, that must be new

The overall point is the same though. Some phones pre-load, some download on the fly.
Mine is over 2 years old and has had the capabilty since then but I wasnt sure about not using data, and you seemed to be sure that it did I stopped posting.
The OP did ask for the cheap option and as I see it the phone with co pilot (couldnt remember the app) seems to be the cheapest0 -
If you buy a sat nav, on your return sell it on ebay. I did this and only lost £15 against the original purchase price.0

I would prefer to buy in this country (so that I can take it back if something goes wrong) and download the maps. I haven't got time to buy online, as it wouldn't arrive in time, but will look at what is available on line and then go to the shops and discuss the fine details with the assistants (hoping they know what they are talking about).
It looks like the Garmin may be the better buy at the moment, so I will concentrate on that.

Just worth pointing out that many Nokia handsets would be able to do this.
I have a N8 and a 5230, on both, I can preload maps for the region I'm travelling to, and sat nav will work - one of them runs without a sim in (5230) and my N8 has no roaming turned on (contract handset).
Having data when you're using sat nav, helps with the Nokia handsets - it acquires satellites a lot quicker, plus you get things like traffic info (if it's covered in the area you're in) and possibly safety cameras.
But without data / a sim, the sat nav app will work just fine for walking or driving, the only main / obvious difference being acquiring the sats takes longer without any additional location methods turned on.
5230s and similar handsets can probably be bought pretty cheaply - my 5230 when new had a windscreen mount in the box with it, and will work quite happily, and if you're going to use on with no sim in (perfectly fine to use the handset and sat nav like that) it doesn't matter if it's locked to a network.0 -
You could buy a Tom Tom and download the USA map.0
