CTC, Child Benefit and children in care

Wow just checked and realised I first asked about this back in 2008 and still things haven't changed. https://forums.moneysavingexpert.com/discussion/1142531
Now this is totally different people but I have now heard of another couple with 4 children all in care, age 4, 3, 18 months and 6 months old. The youngest 2 children were removed at birth and the other 2 had been in care for about 3 months before this. From what I know these children will never be returned to their parents. The parents still get CTC and Child benefit for all these children and as you can see the oldest have been in care for coming up on 2 years. Fair enough they have to spend money to visit 3 of the children as they are placed with a different Social Services team to where the parents now stay - maybe spend about £20 on travel and about £10 on food for the children - once a month. Keep in mind they probably get over £250 per week in benefits for children that they do not have. They have no clothing expenses and buy nothing else for these children so why are they still getting the benefit. They don't live the high life but do seem to spend most of their cash on take away dinners and lovely days out for themselves.
I'm still sure the problem arises due to the fact that telling the benefit provider is down to the parents admitting that the children are no longer in their care. Keep in mind that these parents have filled in 2 CTC renewals since their children went into care and haven't admitted to not having their children.
I know from what I learned in the past that Child Benefit can be claimed for up to 8 weeks after children going into care but then I presume it is down to the parent to report it. I have reported this couple but I think that unless other people report them nothing will be done.

Having 4 kids, and having them in care is an absolute darned disgrace. There is FREE contraception in this country for god's sake!
And they are getting £250 a week for kids they aren't even having to bring up?? They should be strung up.0 -

Unless you are planning to sell up and not live anywhere, I can;t see the advantage.
If you are planning to upsize the new house will cost more.
If you are planning to downsize your new house will cost more than it should
