Painting a Ceramic Vase

Yesterday we bought a flower ornament consisting of a cylindrical Ceramic Vase and artificial flowers. The flowers are lovely but we don’t particularly like the dark brown colour of the vase.
We bought it intending to put the flowers into another vase or to paint the vase a dark red or blue. It was only £5.99 so we don’t mind buying another vase or spending a fiver or so on paint.
The vase is about 3 cms in diameter and about 18 cms tall.
What is the best paint for this and do we need to use a primer? I thought maybe hobbyists enamel paint or similar might work. Or maybe Hammerite if that comes in a suitable colour. What paint is used on ceramics? Would that work on a finished piece? The vase isn't shiny or glazed.
Would ordinary gloss with or without a primer work?
I would expect to roughen the surface with sandpaper to provide a key for whatever paint I use.
Any advice or comments would be appreciated.

I think an ordinary gloss would be a pain to put on and get a decent finish.
Would personally look at the plastikote spray paints. Theyre 'hobby' spray paints and stick to most surfaces. Cant imagine you'd need to prime aslong as the surface is clean and dust free. As well you get loads of colours, a few differetn types of finishes and the cans are about £50 -
