Bathroom light fittings do not necessarily have to be sealed, it depends on their location relative to the bath or shower.
Replacing a light fitting does not mean the circuit must have an RCD.
If installing the extractor involves extending the circuit wiring within the bathroom, then the circuit will need an RCD - but there are several ways of doing this, the usual methods being to add an RCD to that circuit only, or even an RCD just for the bathroom.
If the extractor is an inline type where the motor is located in the loft space above with a duct to a vent in the ceiling then no RCD is needed as the additional wiring isn't in the bathroom. This also means the fan is virtually silent, and it can be more powerful than the usual cheap efforts that fix directly in the wall or ceiling.
While your fusebox is probably not the most recent thing, it isn't likely to need replacing unless it's damaged, hanging off the wall or on fire.0
