MOT rules in force from April 2012; engine warning lights

Hi
posting on behalf of a friend of mine.
I remember reading somewhere that the govt were looking a bringing in additional requirements to MOT's from Jan 2012.
If one of the engine warning lights remained lit then, after March 2012, it would be an anutomatic fail and that prior to that it would be an advisory.
Is this correct as I cannot find a definitive answer; have tried google and it just comes up with articles discussing the change prior to Jan 2012.
