Help - seller only refunded half of my payment

Hi, I had an eBay item not arrive in the post (it's been nearly 3 weeks) so I sent the seller a very polite message through eBay.
They have sent a polite reply, BUT stated they would refund half my money - which they did straight away.
So how to I go about getting the other half of my money back?
I totally appreciate some items do go missing, and I appreciate it's a PITA for the seller but I also know it's their responsibility to get the item to me and if it goes missing they should have their pop to chase up the RM to get their money back - it's nothing to do with me and I should get a full refund.
Would you just send them a message asking for the other half (and while it's only a couple of quid it's still money I don't want to write off)?
If they aren't helpful how to I proceed with paypal to get my money back?

Don't panic. You're preaching to the converted here. There is no-one here who would disagree with what you've said

Raise an Item Not Received claim through eBay or Paypal. eBay will make you jump through a few hoops but may get your money back quicker. Paypal will be simple to open and escalate to a direct claim but they have a more rigid timescale which is about ten days in length. If the seller cannot prove delivery then you will get the rest of your money back.
Given the dispute history I would try and open a dispute in eBay.
