What is my house number

Okay so I posted previously because I couldn't confirm my new house number. I got a good link to royal mail but now it turns out they cant confirm my house number and have told me to contact my local council. Problem is I don't know who my local council are? Some say Peterlee, others say East Durham.
I thought I lived in Horden but all letters say Peterlee.
I have some mail that says number 24 (from organisations I have contacted and manually gave my address) but I do get the odd letter that says 23. All websites and companies I contact (including Royal Mail) can only see number 23 or 25, etc as the closest numbers to mine.
My house used to be a shop but got converted to a house around four to five years ago.
So... does anybody know who the local council is for Peterlee?

I would have thought it would be Durham County Council.
Have you not had a council tax bill? I would go with the address that's on there.0 -
Durham is a unitary authority so the whole county is now under one local authority - each of the old districts still has customer service centres so your probably best off visiting the nearest one.
This will show your nearest office - http://www.durham.gov.uk/Pages/Service.aspx?ServiceId=7752I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals.
