Notional capital is the concept used by the HMRC, DWP and local council when claimants deliberately spend or transfer their capital in order to claim means tested benefits.

This means that they treat the claimant as if they still have the capital if they believe they've intentionally done this to claim benefits, or to continue claiming benefits.

So, for examploe, the fact that a claimant is in receipt of 30k for a brief period before withdrawing the funds is irrelevant, they can be treated as if they still have it and be refused means tested benefits.

There's also the possibility of being done for fraud, for not declaring the change in circumstance and for concealing capital that makes the claimant ineligible for the benefits they've been receiving.
