any ideas for this piece of no mans land?

This may be hard to describe without a photo so later today I will take one and upload it but here goes...

I rent my property from a H.A. and am lucky to have a wall running round most of my garden but along the right hand side I have wire netting.This side of the garden runs adjacent to a field which is slightly higher than my garden. The HA have obviously put my fence along my boundary lines but then there is a piece of no mans land where saplings were planted when the plot was new and then the fencing for the field slightly higher behind that.

This piece of land is being taken over by nettles and weeds and several of the saplings have not taken (probably being smothered by the weeds). Yesterday I got the strimmer out and strimmed quite a bit of it down but the nettles are taller than me and I was getting stung left right and centre so called it a day for now.

I was wondering if anyone had any ideas (cheap as poss please) as to what I could do in this area to try and contain the weeds as overall it makes my garden look messy.Did think about putting that membrane down and putting bark there but as it's on a slope how would I stop it falling through the wire fence into my garden?

    With permission from the council, you could make it into a managed wildlife area. At its simplest, a water table kept topped up for the birds and something lower down for the hedgehogs. To make it look "managed", strim the edges,name a few of the plants , otherwise let nature do its thing.

    Thanks ken, that is a lovely idea. However I'm waiting on a call from the HA because I phoned them this morning and they are going to look into who is responsible for that bit. I think it's theirs but if it does turn out to be mine then I don't see the point of having the fence where it is. I might just take the fence down and start afresh with your idea then pop the fence back up, purely to keep my dog off it. Apologies if theres any mistakes in this...I'm using my phone and screen is tiny

    My neighbour's garden is down to 'nature'. I help to keep it civilised by mowing paths thru the jungle and keeping the boundaries clean, but otherwise it is whatever wants to grow. And it is just another world. Red moths only breed on a certain plant (forgot name, something to do with horses), and some lovely blue teasel and docks and dandelions and cow parsley.
    With the field higher, your patch might be subject to flooding. Chance for a marsh garden and willows would do well.

    If it were me I would run a glyphosate spray along it every few months as I couldn't be bothered dealing with someone else's land and have the weeds creating havoc with my own garden.
