APCOA PCN stopped by a restricted bus stop

9:35 onThursday morning I dropped my husband off at the underground station, (he has asenior citizen travel ticket and can quantify his time of travelby his ticket), there were zig zag lines outside the station so I moved up tothe bus stop and let him out and drove off immediately to work (the roads wereempty except for a car driving in the oposite direction). I was there for less than five seconds while he got himself out of thecar. Today I received a parking fine for stopping. I am not aware of the areaand neither I or my husband saw any clear signs that we could not drop off -the roads were empty!!! Do you think I have any chance at appealling £65 is alot of money for dropping someone off at the station.

Trouble is that you should never stop on a bus stop or zig zags. Were there no double yellows to stop on (you can load/unload and let people board or alight on double yellows as long as there's no loading restriction as well).
Anyway hopefully pepipoo will help you get off the ticket, most people do. You will need a picture of all pages, all sides of the PCN to include in your first post there. You could try an early appeal arguing 'de minimis' (a few seconds = a mere trifle that the law should not be concerned with). You can also use arguments against the use of CCTV enforcement of PCNs rather than a traffic warden (CEO) who would have seen the situation was just a passenger alighting.
First of all though you'll need to check the PCN to see how to view the video. Do not rely on the Council's carefully-selected photos. IMHO you must see that video asap, watch how long they filmed the car for, watch to see if your husband alighting was seen and then the car drove off (which of course should be the case and will back up your story). Often you can view the video online, have a look at the PCN small print.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If the bus stop has a thick yellow line running along the kerb side and is supported by a yellow plate bearing a 'clearway' symbol with the words 'No Stopping Except Buses' then you are on a hiding to nothing unless there is some problem with the PCN itself. They don't even require a traffic order. The offence is for stopping, not waiting so the minute you open a door, you are deemed to have stopped.
