Application for 22 month 0% Barclaycard with 1.45% fee

I have just applied for a 22 month 0% Barclaycard with 1.45% fee for someone else and I got the following message,

"Based on the information you provided, we can’t offer it at the APR you initially applied for. We’d like to offer you this:

Barclaycard Platinum credit card with a 19.9% Representative APR (variable)

2.9% handling fee on balance transfers

(On amounts up to 90% of available credit as long as you transfer the balance within 60 days of us opening your account, plus 0% interest on purchases for 3 months.)

0% interest on balance transfers for 22 months"

Does this mean they have been offered 0% on BT for 22 months with a 2.9% handling fee? If so, the only difference in what they applied for and what they were offered is the transfer fee which is 2.9% instead of 1.45% fee or what does this actually mean?

    Yes, "0% on BT for 22 months with a 2.9% handling fee". After 22 months, it'll become 19.9%

    Any purchases on the card are 0% for 3 months, then 19.9%

    Of course the best answer will come from Barclaycard, but until you (or "they") contact them here's my take...

    The 1.45% fee benefit comes in the form of a rebate "up to 28 days" after the BT is made. It's subject to a different set of T&Cs, to the standard ones for the card, which may be found on their website.

    In short, I'd say you've got the deal you applied for (other than APR).

    Internet Explorere developed a problem and closed the page so I didn't get the option to accept their offer. The person who the card is for asked me to reapply yesterday so I did and it said they would be in contact in 5 days!

    I hope they get the card or will this be seen as applying for the card twice?

    I believe the discounted rate of 1.45% was due to expire at 2359 last night, hence the 2.9% rate if you applied after that time.
