Damp course failed

Hello everyone, I am new here so not sure if this is in the right place so sorry if i isn't, hopefully someone can help...
I had a council grant done on my house 11 years ago, my neighbour also had it done at the same time. One of the jobs done was a damp proof course. I have just had a survey done and it has revealed that the damp course has failed all through the house.
My neighbour also had the same problem but she had her guarentee but we haven't got ours.
I phoned the council and they can see that we had a grant done but can't see what work was involved as they apparently only keep their paperwork for ten years and they are telling me that there is nothing they can do now...
My walls are terrible... damp to touch and some are going mouldy.
I wanted to decorate the house now we have decided not to sell but any wallpaper I put up falls back off because of the damp.
So....basically I am hoping that someone will be able to offer help, my neighbours house is guarenteed for 20 years and I know that ours is but I no longer have the paperwork to prove it.
Sorry for the rambling and the long post but I am desperate for some help.

    Typical council - rules say throw it away after 10 years even though it probably says 20/25/30 year guarantee. Right - rant over.

    See who did it off your neighbours policy. If they are still trading then get them back. If they aren't still trading see if the policy is backed by an insurance co or more likely a trade association (BTDA ?) who you can contact and get someone out to sort it out. There may be a fee for the initial investigation or excess on the policy but if it is guaranteed they should refund it. If none of the preceding is true then sorry but your neighbour has a historically interesting piece of paper and you should both join together to get the problem rectified, as that will be the cheapest way of doing it.
    Now, I am not great believer in injection damp courses and the like and believe that in a lot of cases the measurements are done poorly, the solutions are equally poor and can cause problems. See:

    Thanks for that, I will ask my neighbour to dig out her paperwork again and see what it says but I know that the company are no longer trading.
