How can this happen?

Youngest went to Uni last year and withdrew. Came home(after 4 weeks) and next day wrote to Student Finance advising of this.Student Finance acknowledged this in writing and said that the application for Student Finance is cancelled, followed by Student Finance offer letter stating entitlement is £0-great, done what should have done and Student Finance confirmed so everything fine.

Fast forward to two days ago receive another entitlement letter stating that youngest entitled to everything they originally entitled to (?) got youngest to check bank account and lo and behold a payment has gone in!!
As per the title, how can this happen? I understood that Student Finance shouldn't pay until Uni confirmed registration(didn't register in those few weeks at Uni) They knew about/acknowledged withdraw so why did they make payment?

    Human error? Let them know so that they can reclaim the money before there is any temptation to spend it.

    Already let them know, they now want letter from Uni to confirm withdraw from studies despite them being informed 10 months ago and no request for payment has been made by Uni!

    Oh joy, not have they only paid money as above but have now claimed to have lost all of eldest's receipts for their year of study abroad(planes/rail/visa/health checks etc etc) At first they tried to say that we never sent them but funnily enough they have the claim form which was sent in same envelope as receipts and which they signed for.
    Wonders will never cease. Perhaps youngest should do a bank transfer to eldest as part payment ;)
