Question on contesting council tax banding

I contested my council tax banding about 6 weeks ago and receieved a letter back this weekend informing me that they wer enot going to reduce my council tax banding. It also stated at the end of the letter that I have to right of appeal againt this decision.
Every house on my side of the street is a Band B for their council tax and yet I am a band C. The house on the opposite side of the street are a C also. My house is no different to that of my neighbours (I have been in both houses) and to add insult to injury, next door but one to me have just erected a garage to the side of their house and they are still a Band B council tax.
Do I really have no right to appeal against this decision? Any help would be very much appreciated.
