When you send your log book off to change address or name make sure that you send it recoded delivery as other wise if DVLA lose them they make you pay £25 ......... its just cost my friend £50 .......... he only wanted to change his address
just send left hand side then you can have two bites of the cherry
i often use recorded delivery to swansea for the reason you cite though
of course if local dvla offices wernt being shut down to pay for the war you could drop it in there and ask for a receipt0
