RSS feeds not updating properly?

Hello,
I've subscribed to a custom RSS feed on the site. When I check the feed it returns 15 threads (wish it returned more, but that's understandable).
However, I believe that the feed is not always updating. It seems like it won't return any updates unless I check it at least an hour later or so. With that long of a delay, then I miss threads because only the last 15 are returned, and if more than 15 were posted in the last hour or so, then I'll miss some.
How frequently is the RSS feed updates? Does it cache its results? Otherwise, why wouldn't it be a live update?
