Item not received where to open a dispute

I bought a large expensive item that has not been received. I've messaged the buyer through Ebay but have had no response.

I'm going to give it a few more days (its been two weeks thus far) but assuming the worst, who is it best to open a dispute with, Ebay or Paypal?

    Paypal as they have a 10 day limit, ebay tend to do what ever they want and it can take longer.

    I've only ever done them through paypal- and frankly for a high end item that is almost certainly coming tracked I don't think I would have waited 2 weeks without any contact from the seller before opening one.

    The seller made initial contact and advised that delivery would be in the region of 14 days by courier - which is Sunday, so to act any earlier would have been both unfair and presumptuous. I contacted the seller again a couple of days ago asking for an update and have heard nothing since. Hence my question.
