Item not received where to open a dispute

I bought a large expensive item that has not been received. I've messaged the buyer through Ebay but have had no response.
I'm going to give it a few more days (its been two weeks thus far) but assuming the worst, who is it best to open a dispute with, Ebay or Paypal?

Paypal as they have a 10 day limit, ebay tend to do what ever they want and it can take longer.0

The seller made initial contact and advised that delivery would be in the region of 14 days by courier - which is Sunday, so to act any earlier would have been both unfair and presumptuous. I contacted the seller again a couple of days ago asking for an update and have heard nothing since. Hence my question.0
