Should I be concerned?

I have someone bidding on 2 of my items with a feedback score of -1.
They have been registered since Nov 2003 and the neg that was left for them said they hadn't paid after 30 days (they didn't leave any for the 'seller').
This transaction took place over a year ago and the account has never really been used.
Should I be concerned and what should I do? (The items I'm selling are not really high value, so surely it wouldn't be a highjacked account?)

Personally whilst I have no problems dealing with a newbie I would not deal with a new person with overall negative feedback. I'd pull the bid and set your seller preferences to exclude bids from people with less than zero feedback to stop it happening again.
