PCN-Park Res Bay. Scratchard Placed on Outside of Window

HI All
Recently parked outside my brother-in-laws which is resident only, placed scratchcard for afternoon. We went out, not intending to have a drink but ended up doing so!
Got cab home and before work the next morning b-i-l put card for morning on my car bu under the wiper as I had the keys.
Went to collect and had PCN, but the ticket had slipped down to the vent bit under the bonnet but was still clearly visible if they'd bothered to look.
Any advice on where I stand please

Who issued this pcn? we need it give adviceExcel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?0 -
From the thread title, I thought it was a new style PPC ticket. Scratch off one window to see if you have to pay or not. Both say "Pay".

Sorry, Council issued - Harrow
Probably best to post this on https://www.pepipoo.com in that case as they are generally accepted as the experts on council tickets. We simply concede that, due to their history of contesting speeding tickets, the legal expertise available on Pepipoo for contesting council PCNs is better than on here. Some of our experienced posters work on both sites.The acquisition of wealth is no longer the driving force in my life.

S_L is correct and to emphasise that there is a distinct difference between those tickets issued by local councils (and the police) and those issued by private companies.Not sure if it is worth ahving this section on MSE as consensus seems to be go to Pepipoo!
The general advice is that it is always worth appealing a council-issued ticket (and those issued by council contractors) but not to appeal in any way tickets issued by private companies who lack any kind of statutory authority.
The vast bulk of traffic on this board is related to the latter rather than the former. Quite why this should call into question whether it is worth keeping this section I know not. Clearly the quoted poster has a clearer view.
