A few years back if you had a bos loan then a preference account was applied for at the same time. Horrible things with horrendous interest rates. I think it was part and parcel of the loan application. Id forget writing a letter. I don't think you'll get much of a response to be honest.0

i had exactly same thing i took out a BOS loan 5 years ago and was sent a card with it with 2k limit, never used card completely forgot about it until signed up to Noddle and it was still showing, one call to Halifax the card issuer and my card was closed SIMPLES0
