How is the size of the property classified in terms of 2 or 3 bed. I saw this property being told as 3 bed house. Its an old victorian terrace house which usually have 3 bed upstairs and bathroom downstairs. But this one has 2 bed and the third bed is converted to a bathroom.
Although it has been listed as 2 bedroom house but after asking the agent they said it really does not matter if it listed as 2 or 3 bed as the property will fetch the same price. I wanted to know if there is any authority like council etc where a property is registered with its size and no of bedroom OR the agent is right that the no of bedroom could vary depending upon how a person wants to design it.

I don't think there's any council. For your description the third bedroom is now a bathroom at this property though, which I'd definitely wouldn't classify as a third bedroom. In town houses especially the rooms are designed to be "flexible" (bedroom or dining room? your choice!) but it doesn't sound like that's the case here... it's not like the vendors will move out and it'll be a black canvas to use as you see fit, it'll still be a bathroom!

It can vary. A 2 bed with nice upstairs bathroom may sell for more than a 3 bed with downstairs bathroom. All depends on buyer's preference!0 -
houses with downstairs bathrooms and and 'extra' bedroom upstairs are all advertised in the same way as proper 3 beds in my area ... we have to crawl through the floor plans on rightmove to find them out, but generally you can tell from the street they are on that certain houses have too many bedrooms...0

To advertize it as a 3 bed would be a misdescription.0

Sorry, I'm not understanding your post.
Are you saying there is not 3 beds upstairs as one is a bathroom as per the OP, or are you saying if a house only has a bathroom downstairs and 3 bedrooms upstairs it's not a proper 3 bed house?
To the op the agent is talking rubbish, it's a two bed. As previously stated it would only be a 3 bed if all the rooms were flexible and a bathroom is a bathroom, not a flexible space.0
