Mobile phone wrongly blacklisted/blocked

That's a problem with the phone/SIM/battery. (Sound like a bad connection between the SIM and the phone. Try cleaning the gold contacts on the SIM with a pencil rubber.

It's nothing to do with blocking, which will not go away just because you turn the phone off and on again.

Not really relevant, that's nothing to do with blocking.
