Warrant of issue of warrant of execution

I had some work done in my home last december (december 2011) we had only received a verbal quote which we accepted but never received a written one however we still let the work go ahead. The gentleman had stripped out our kitchen to get it prepared and we were waiting for him to start on our new one. We had waited 3 weeks after the agreed start date but we were getting fed up and needed our kitchen done before xmas so got on his case, he then asked for money upfront for our kitchen which we refused and said we were happy to pay on delivery of the goods which he was not happy about so he stormed out and we found someone else to do the work. Any way we had expected to receive an invoice for the work done however we did not and we put this down to him being to embarassed as he had tried to scam us. I have today (10 months later) received a notice of issue of warrant of execution and I am stunned as I have received nothing from this man until now. The fees are £330 and I am to pay this by the 18th of august otherwise bailiffs will come and take my goods. As you can imagine this has caused me massive stress today and I am unsure of what to do as I did not realise they would be able to do this , i thought I would of atleast had a quote and reminders and maybe even a letter of warning but I have had nothing. Any advice would be highly appreciative.
