Credit Card Apps from abroad

Does anybody know if it is possible to succesfully apply for credit cards from foriegn countries. I recently moved from the UK to Japan and made a bit of a hash of my credit card repayments in the process. My low interest rate balance transfer cards have now started to accrue much larger amounts of interest due to missed payments. I`d really like to apply for a new card, but I think that living and working abroad may prevent this. Any advice would be much appreciated.

Once you have been there a couple of years, you will be able to apply for Japanese cards. You won't be able to transfer UK balances to them though.0
