Collect + tracking and new Paypal update

Was just wondering what your thoughts were regarding Collect + and the new Paypal update:
1.9 What is “Proof of Delivery”?
Online documentation from a postal company that includes all of the following:
A status of “delivered” (or equivalent) and the date of delivery.
The recipient’s address, showing at least the city/county or postcode (or international equivalent).
Collect + tracking does not show the recipients address or at least I can't see it anywhere.
Will the update have any kind of impact on using Collect + or have I just misunderstood the update?

The update refers to returns when a SNAD claim is made.
