RSA Refusing Insurance?

Hello guys, first post for me 
I hope someone could be of help to me. My mum is registered disabled and has been allowed a disability car for several years which my dad has used to transport her around (she doesn't drive). Unfortunately he's had a few claims so was refused insurance a while ago by the RSA so in that time he bought a car and insured it on his own policy and my mum has been receiving disability instead of the car.
I contacted Mobility a few months back and asked if it would be possible to be put on the scheme to allow me to transport my mum around instead of my dad, as she struggles when he's at work or not around to take her places. They said that wouldn't be a problem so we went about ordering a car. All we needed was for my mum to contact the RSA to approve the insurance on the new car for when it arrived in a few months. However, the RSA have said that she was the policy holder on the previous insurance and because of that it was her that's been refused the insurance and not my dad. I understand how the policy works, but surely there must be a workaround for this, considering my mum doesn't drive and my dad won't be on the policy anymore?
Mobility said there wouldn't be an issue yet RSA have now refused the request. Don't know what to do. Is it worth contacting Mobility and explaining the situation or is RSA's word final?

They are correct in saying that the policy was in your mums name, therefore the claims would be on her record, unfortunately.
The only other way is for your mum to keep getting the money in cash and paying you for your expenses for your car.
But Im quite happy to be corrected.make the most of it, we are only here for the weekend.

If Dad gets a car for himself anyway, he will still have to declare all his accidents to his new insurance company, remind him,make the most of it, we are only here for the weekend.

Fixer8 surely the claims will have have your father listed as the driver of the car when the accidents occurred. Surely RSA will have the records showing this. I would appeal to them on this basis and state that you will be the only named driver of a new car.0

Usually Car insurance works like this:
Car is insured in owners name as main driver with other named drivers and any accidents that other named drivers have while driving are kept to that driver. But and I say But here, Motorbility/RSA cases may be different in that it is a leased car and not an owned car. You need to check the wording in the small print to find out.
And yes your Dad does need to tell his current insurer of any and all accidents no matter who was at fault as it could seriously cause further problems down the road. Mind you they may already be aware as lots of stuff now recorded on line and available to all.0
