paypal changes, signature not required for proof of delivery

Don't know if everyone has seen this yet, changes to papypal agreement.
  1. Section 11.9 is deleted and replaced with the following:

    11.9 What is “Proof of Delivery”?

    Online documentation from a postal company that includes all of the following:


  2. A status of “delivered” (or equivalent) and the date of delivery.
  3. The recipient’s address, showing at least the city/county or postcode (or international equivalent).
  4. Section 13.5d is deleted and replaced with the following:
    1. Comply with PayPal shipping requests in a timely manner

      For Significantly Not as Described (SNAD) Claims, PayPal may require you to post the item back to the Payment Recipient – or to PayPal – or a third party at your expense and to provide Proof of Delivery. Proof of Delivery requirements are set out in section 11.9 above. Please take reasonable precautions in re-packing the item to reduce the risk of damage to the item during transit. PayPal may also require you to destroy the item and to provide evidence of its destruction.
  5. Section 15 is amended to delete the definition of ‘Signature Confirmation’.

    Think it's to bring in all the changes where items can be tracked without a signature, like RM's Tracked service, where it's scanned upon delivery.

    Tracked also has the option of a signature on delivery.

    If I am correct then the proof of delivery for sellers requires the buyers address to appear online, if I remember correct that is not the case for Royal Mail recorded nor for Collect plus which I have used. Which services do have the address online?

    Section 13 is "buyer protection" and protects the buyer from SNAD purchases.

    If I am correct then the proof of delivery for sellers requires the buyers address to appear online, if I remember correct that is not the case for Royal Mail recorded nor for Collect plus which I have used. Which services do have the address online?

    if you read it does say address or "at least the city/county or postcode (or international equivalent)"

    which RMSD does.
