I got a parking ticket but had paid

hope this is the right place to post this...
A request for some advice
I got a parking ticket PCN last Saturday morning in Edinburgh fro the Council. Basically, I had paid for the ticket on the 'new' RINGO service, which is usually great for the runs to the station for the train as you don't need a ticket to display!
My question isn't about revoking the ticket, as i know that they are in the wrong, but whether I can claim back (as it is a mistake in the first instance) my stamp postage & admin & distress for the mistake. this may seem a little extreme, but to a degree it upset our trip up to the Edinburgh Festival & so there are also principles at steak!!
when we make mistakes regarding parking, it rightly & generally lawfully means we pay a PCN & admin fees for late payment etc.
Can i charge them back for what's happened? why can'tI? I asked another parking attendant about the notice i received, he said we couldn't just ignore it as the charge would escalate. it just seems unfair. I'm not getting out of it on a technicality afterall

For a start, you don't know how the appeal will pan out. You may end up getting off it on a technicality!
The PCN must presumably have been issued for a reason - are you certain you did not accidentally put the wrong car reg into the Ringo system? Or that the payment failed? Not saying you did but do check, it happens all the time on the pepipoo forum and then people have to appeal further before it gets cancelled.

And no, you can't claim costs. Very, very rarely an adjudicator will award costs against a Council but only if they have acted 'vexatiously and unreasonably' throughout. Almost never gets allowed.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Guess what, the council don't have a crystal ball. They won't even be aware of their 'mistake' until you tell them about it....it's called an appeal.
If you sit back and do nothing, insisting that the council should issue a grovelling apology for something they don't even know about, it's going to cost you a lot more than a stamp.0 -
You can always try appealing via email if they allow that ? On penalty charge notices you are presumed guilty until you can prove your innocence or get off on a technicality, a little bit unfair IMO but you got to jump through their hoops. You are lucky in a way because if you were in a hire car they would have paid without appeal even if you could prove you paid later.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

No cost when appealing by email or online. And you ARE appealing; you MUST play their game properly even when they've made a mistake.
