Applying for two credit cards

I currently have a credit card with 9k balance and the 0% APR runs out in November. My plan is to balance transfer this to another account.
Currently I have about 5k locked in savings that will only come to fruition next year and I will lose out if I withdraw now. I was thinking of obtaining another credit card to fund something in December (its a 30th birthday present for wife who has been very ill over the last 14 months) and will be a getaway - I'm expecting this to be about 3k overall.
If I was planning to do the balance transfer in November - when would the best time (in theory) for me to apply for the 2nd additional credit card (I would pay it back in full once my savings come to frution).
Could anyone advise?

which of the two cards is (financially) more important?... apply for that one first
what is the cost/penalty for withdrawing the 5k early?0 -
No actual physical penalty but more to do with lost bonus and interest.
It probably works out about £200 so not that much really overall compared to the APR I might have.
I think the balance transfer is the most financially valuable0
