I went to my local halifax on saturday and wanted to change my savings account into a joint one with my other half. The woman started going on, as they do, asking why we both had basic accounts and i said we were both happy and did not want current accounts. She then started saying that a few customers had been in store today saying that their electron cards had not been accepted and they were starting to be phased out. I suggested that we should maybe change banks in that case and take our business else where, i was so annoyed with her. Has anyone else heard this or was it just an attempt on her behalf to get us to upgrade??

Banks started to phase out Electron cards in 2009, replacing them with VISA Debit cards.

so what happens with people who have bad credit history and cant get a current account?

I believe they can still get basic accounts, with whatever card the bank in question allocates to those accounts, but I don't know the ins and outs. Best perhaps if you ask in the Basic Accounts thread https://forums.moneysavingexpert.com/discussion/319736

My Halifax Electron card still works absolutely fine. Mine is an account in my work name and only used for cheques that come in that name, and I used it repeatedly in many different shops last time I had money in there last month with absolutely no issue whatsoever. They tried all the rubbish trying to get me to change to them and then said 'oh no all we can do is open you another Easycash account' to which I said to them why would I want to move from an account with another bank which gives me a Visa Debit card to an account with an Electron? To which they had no answer, of course.

They're feeding you rubbish.
