Website building and updating for non-techies

Hi there.
A friend of mine is wanting to create a website for their community project. The problem is that once it is up and running it needs to be easily updated with news & photos. I've had a quick look at 1&1 for website templates which solves that problem but how can the content be easily updated?
I'm thinking they will want something like a homepage detailing who they are, maybe a gallery and a guest book but more important something like a news ticker. The problem is that everyone involved is technically challenged so I don't know how they'd do with something other than an interface like the very box I'm typing this post in.
Can anyone advise on free or very cheap ways to achieve this please? Thank you.

Most hosting providers will offer installation of the popular server packages for you, eg Wordpress for a blog, phpbb for a forum, or Mediawiki for a wiki.

Most of the things you are talking about can be done via a content management system (eg Wordpress, Joomla! or DNN) and indeed much of the content for them is entered via very similar text boxes as this site.
CMSs have components both available with a basic install or 3rd party ones you can add afterwards (either free or paid for) which can add more functionality than static text and images.
Things like a news ticker will depend on where you want to get the news from (ie are you entering the data yourself or are wanting to consume a data feed from elsewhere etc)0 -
Thank you so much for the replies. I had a look at Wordpress last night and it seems flexible enough to do what is needed. I had a look at a few of the examples on the Wordpress homepage and they are all so different so fingers crossed the jobs a good 'un.
The news ticker would work well as just a series of blog entries but I think what they were after was some kind of (excuse my bad techy terms) scrolling box with links to the last so many entries.
