    I see that they are still only expecting just 1% of the total number of issued PCNs to go to appeal.
    What part of "A whop bop-a-lu a whop bam boo" don't you understand?

    The reason they only get 1% appealed is that we advise as many people as possible to ignore.

    I can see that changing as we go forward. If our advice becomes 'appeal' then the 1% is going to go up substantially I would suspect.

    Part two could be interesting. Could be fodder for getting rid of carpark cameras, via vcs V Hmrc. Unless the landowner puts them up they would be illegal as ppc's only have an enforcement role to help the landowner. Still think there is mileage with convincing councils that planning should not have been given to ppc only.

    Part 2 is more than the paragraph quoted. Read para 33. It only applies to 'relevant authorities' and there is a full list which doesn't include PPCs (yet).
