Light Switch problem

 In our kitchen we have 2 number single gang 2 way light switches which control the fluorescent lights (2no.). These have been in for over 20 years.

Both switches have always switched on or off the lights. However just recently the lights can only be switched on from the switch that turned them off? Both switches will still turn them off though?

Have checked the wiring at the switch plates and nothing is loose.

Did recently have to change one of the fluorecent starters. Could this be causing the problem somehow? But I think the problem existed before the starter completely packed in.

Stumped

a wire could be broken or come loose, or possibly one of the switches is faulty.
try one new switch, and if its the same, then swap it with the other one.
    Get some gorm.
