Holiday (VAT) Refund?

Hello,
My parents booked a rather expensive all inclusive holiday to Portugal but when they got to the airport my dad's passport had run out so they couldn't travel.
It was booked with Thomas Cook I think and wasn't on a credit card, are they entitled to VAT or anything?
The manager of the travel agent said no.
Just wondering if there is anything they can claim it on, I presume travel insurance is redundant due to the fact that it was his fault but if they can at least claim the VAT it'd be better than nothing
Thanks in advance

No, they cannot reclaim VAT. They will be able to reclaim the air tax, but the airline/ TA can charge an admin fee that may cancel out any refund.
I doubt their travel insurance would pay out, but no harm in calling to ask.0 -
no, on overseas holidays the VAT is only payable on the portion of the holiday you are in the UK for. ie take off and landing.
insurance wont cover as its your own responsibility to make sure your passport is up-to-date
how come they never checked the passport?'Children are not things to be moulded, but are people to be unfolded'0
