That seems like a poor attitude to take. Just because something isn't mentioned explicitly that doesn't give the letting agent carte blanche to charge what they like.'.
The LA is quite probably like most letting agents, staffed by lying shysters. An inventory is there to protect you as much as them and one should always check the inventory carefully. That said however, the LA is unlikely to be successful at withholding your deposit unless they can PROVE a financial loss to the LL. So, in the case of the tea light holders, they want £5 to remove it, they had better produce an invoice for £5 etc. Don't tell them that, of course.
Take them to the DPS and detail your complaint thoroughly and concisely. That's all you need to do, the DPS arbitrator will do the rest.
Remember, letting agents are unregulated and their staff are nt required to know anything about the law in their field. They are in it for profit and gouging tenants and LLs alike is standard operating proceedure.Debt Free! Long road, but we did it
