insurance claim closed -advice needed

Not moneysaving post but just wondered if anyone out there worked in the industry or knew anything that might help.
Someone ran into my sister's car and then went abroad so that the insurance company could never get in touch with them. However, cheekily, the driver's two passengers claimed for injuries. The insurance company have stalled and stalled for the two year limit and then the day before the 2 year limit was up my sister rang them and they said they had settled the claim, paying out to the two injured people from my sister's insurance, not paying for my sister's car to be fixed and resulting in her losing her no claims.
The insurance company seem to have taken the easy option - I know that insurance companies make deals with each other but we want to do something about this as the accident was not my sister's fault and she has now been given a double whammy. My sister really does not have a lot of money and can't really afford to take them to court.
Can anyone help??

With either your home or motor insurance you will have free legal advice over the phone. Try this for advice.
It is also worth checking if you get free legal cover (not just advice) with the relevant motor insurance policy. If you have this they will pursue your claim on your behalf.
