There is nothing in that thread to suggest that anyone wrote to the CEO. Writing vaguely to "Dear Sirs" at the Head Office address is a waste of time as it guarantees that it will get dealt with in a perfunctory manner by a nobody in Customer Services, the CEO will certainly never get to hear about it.
If you read the complete thread, you'll see that it did achieve quite a lot - they removed the word "fine" as a temporary measure, and eventually replaced all the signage with one that says "Please keep these bays free for disabled users".

I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. I have an LLB (Hons) degree, and have a Graduate Diploma in Civil Litigation from CILEx. However, any advice given on these forums by me is NOT formal legal advice, and I accept no liability for its accuracy.

If that's what they did (completely replacing the signage), it doesn't say so in that thread.

But the point is, you said that the head honchos at Sainsbury are aware. They are not, your complaint was dealt with at minion level, it never got anywhere near the head honchos. Anyway, the object is not merely to make them aware, it is to rub it in with as many letters to the CEO as possible, with the ultimate objective of not merely fixing the signs, but getting rid of the parking scam completely.

In my opinion good old fashioned snail mail carries a lot more weight.

I would think putting 'for the personal attention of ..' on the envelope, or even 'private and confidential' will make sure it goes to the right person.
