I'm green here but I cannot understand how they could deny that not only do they have to provide a secure structure for you,
It's because a small minority of tenants repeatedly loose keys/ break locks. Argue/break windows, and use the plug holes or toilet as a bin and expect the housing association to repair the mess caused by them.
but also (with no offence), have to protect the property that I/we/us, pay taxes to provide.:mad:
If you were a housing association tenant you would be appalled at the mismanagement and amateurish incompetence which, as you say, is partly funded by taxpayers.

I checked the HA website and it does say now as from Spring 2012 they will not be responsible for replacing locks, fixing broken glass or unblocking pipes. My tenancy agreement covers the locks but their newsletter which they did not send me advises this has changed.

Do you mean that your tenancy agreement says that the HA will replace locks, but that their website / newsletter now says the opposite?

I am not an expert on tenancies with HAs but my initial thoughts are that the tenancy is binding.

Yes that is what I meant. Fingers crossed for tomorrow when I ring them.

I rang the HA but they weren't interested, they said I still have the yale lock which is what most people only have. The fact the handle points virtually to the floor showing people my locks not working and the door shakes without the 5 point lock so would be easy to get in means nothing to them.

Am I entitled to have this repaired or should I accept a yale lock is secure?

Apparently not, as you have a Yale lock. Is the failed lock a mortice sashlock?. If so these can be replaced by you.
