Failure to notify of disposal-£35 to dvla?

Nice letter from the dvla.
It appears I did not contact the dvla 4 weeks after selling a bike in early 2007
i think its yamaha sr125 i sold about 6yrs ago
do i really owe them
this is the second letter the first i replied that the v5 had been sent by first class post do i had to assume it had been recived
any idea from here?
I need to provide a acknowledgement letter for no further action to be taken,I dont have one as I dont tend to keep stuff like that for 5+ yrs
Any ideas

    Just keep repeating, You posted it back. Maybe they should check their lost mail department.

    or ask which lazy staff member got behind in their work and binned it instead of processing it.

    As forgotmyname rightly stated, provided that you posted the paperwork to the DVLA, it must be assumed that it was delivered and it is up to them to prove otherwise.

    Where an Act authorises or requires any document to be served by post (whether the expression “serve” or the expression “give” or “send” or any other expression is used) then, unless the contrary intention appears, the service is deemed to be effected by properly addressing, pre-paying and posting a letter containing the document and, unless the contrary is proved, to have been effected at the time at which the letter would be delivered in the ordinary course of post
