best form of heating for my 91 year old neighbour...

    It's perfectly possible for you to run the online account for him with his agreement, you just sign up in his name. Without online access he will miss out on all the best tariffs.
    Since the loft and cavity walls can be insulated FOC, it would be crazy to not get this done before upgrading the heating.
    No free lunch, and no free laptop ;)

    Hmm, never thought of that. I guess I'll just have to collect the money from him each month after I've paid the direct debit as he doesn't have a bank acct. Would there be a problem with the person paying the bills being different from the person who uses the energy in terms of the address and name??

    I would say getting the gas fire fixed/replaced would be the most sensible option.

    Electric heating (other than night storage heaters) will always be expensive. It doesn't matter if they are halogen, convectors, oil-filled or whatever, they all use the same amount of electricity for the same amount of heat.
    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.

    Insulation is designed to keep you Warmer. The fact that there is no heating in the house doesnt mean that you cant improve how warm it feels. In the winter the house will be near freezing as any sort of warmth that may exist will be escaping.

    If he has no heating anyway he will be the first to notice a difference once the insulation is put in.

    The grants finish this year too so the sooner he gets it done the better

    No, it can be any account, a DD doesn't have an address. But the utility account must be in his name or you will be liable in case of default.
    No free lunch, and no free laptop ;)

    Yep i'll second this. I "manage" about 4 online accounts for various elderly relatives. I say "manage". All i have to do is put meter readings in twice a year. Hardly a hardship!!!

    The bills are in their name. The email address is mine
