Do my Tax credit payments stop if I appeal?

Daughter has been waiting 11 weeks for her family tax credit to be adjusted after having her second child. She hasnt had to beg or steal but has had to borrow money to help her live whilst waiting. She has called them 17 times in total. She called again earlier today, they have told her yes, her claim has been fixed and her weekly money will start again this following week, she asked was her backdated money on it's way aswell, and they said yes it was, it has been spread out over the coming year into her weekly payments. I have never heard of this, she has repeatedly told them by the time it comes, every penny will be owed out. Not once have they told her until today she would not be getting payed the back dated money in a one off payment. It has left her in an awful state, worried sick how she's going to pay people back, some on low incomes like herself, therefore offering them part payments back over a year is not an option really. She explained this to them and they just said it was up to who dealt with it which way she'd be payed and if she wanted to appeal it, her money would stop again till it was sorted out. She cannot afford to NOT have her money. Is there anything she can do without her money being stopped?
Hopeful someone can advise.....
