Council Tax Benefit - What income is not counted?

Hello
I have checked out the entitled to website and it comes up with council tax benefit as a possible entitlement.
Does anyone know which benefits do not count in the calculation. We currently get ESA(cont), Child tax credit, Child benefit and Industrial injuries benefit. I work 24 hours per week but we don't get any Working tax credit.

Esa conts, child tax credits and Industrial Injuries benefit
Claiming and working
You and your partner, if you have one, can claim and still work, both full and part time. After deducting income tax, National Insurance and half of any pension, we reduce your earned income using these weekly disregards:- £5.00 for a single claimant
- £10.00 for a couple and
- £25.00 for a lone parent
I had to do a double take on the child tax credits I was surprised

Why were you surprised? Our income including working, ESA and Ind injuries is around £15,000, we only have 1 child. I thought the income allowed for CTC was £26k, so we are way below that.0 -
I was surprised by the fact that they take CTC into account for housing benefit purposes

but I suppose it is an income0 -
I was more surprised about the industrial injuries benefit - they don't take it into consideration for calculating tax credits - it is all so confusing!!0
