Parking fine paid by Hertz and forwarded to me

I want to appeal a parking ticket incurred on a rental vehicle but Hertz have already paid it and simply forwarded the cost to me, is my next step to send an appeal to the local authority or is this something I now need to contest with Hertz?

Once a PCN has been paid the appeal process ends. It sounds to me like that Hertz have received the NTO as the PCN wasn't appealed within the time allowed. Most rental firms have it in their T & C's that they will charge an admin fee to deal with RTA matters and LA PCNs incurred during a rental. If, however you never received the PCN then you would need to take the matter up with Hertz asking them what it was for. Are you able to confirm whether this was actually a council issued fine or whether it was an invoice from a private parking company?
If it is the former their passing on the debt to you is almost certainly lawful (within their terms and conditions). Now it is paid there can be no appeal to the local authority I'm afraid.
If however, the charge was in relation to an invoice from a private parking company enforcing parking on private land then there is most certainly something that can be done to recover your costs.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

If it's a council penalty, it's probably in the terms and conditions you signed when you hired the car.0

Even though it may be in the terms and conditions signed by the person hiring the car, some council/official tickets are incorrectly issued, and as such should be appealed.
By denying the hirer the right to appeal/justice could they ( hire/lease companys) be breaking some law somewhere?From the Plain Language Commission:

What if the council "get" the wrong car? It's happened before. IIRC, to one of the MSE staff.The acquisition of wealth is no longer the driving force in my life.
