    Have to agree with this post in principle, but I'd add a distinction between people who are clearly crossing the bridge normally and people who appear to be loitering or generally up to no good.

    In my case it was a tunnel parapet, not a bridge, and on top of the tunnel is a steep hill with trees on, no public footpath or crossing, so it's safe to assume that anyone there is a risk of some sort.
