will it not be backdated

my friend has been on esa since christmas,
he is in the group where you are ill but gets help to find work
i told him that i think after 13 weeks he should have got extra money
he phoned up and was told yes that is the case and he will now receive extra but it will not be backdated.
i just wondered if anyone knows why they will not back date it?
it does not seem fair that he lost out on the extra money for 4 months, should he have not been given the money automatically after 13 weeks?

It should be backdated - has he been for a medical and/ or completed an ESA50 form?0
