* Using the dispute console *

Hi there, I'm trying to get my fees back from a complete time waster who wanted me to reduce my item price AFTER he had bidded, then said he actually can't come 'all the way to Croydon' to collect the booster seat, so can I sell it to someone else!
I opened a dispute, around 5 days ago and he has not responded. How long do ebay give the buyer to respond, and if I close it now, will I get my fees back, or do I only get them back when he responds?

the buyer has 7 days to respond , after that time has gone you will be credited with the final fee and be given a free relist when the tick appears.0

They also cannot leave you a neg rating if they do not respond to the console, all they can leave is a comment which will not affect your rating.0

Thanks a lot for the replies! That's good to know about the neg, as I definitely will be leaving one. I just can't believe the cheek of it.
ETA: The dispute actually is due to end today at 18.47, as that's the time it was opened on the 18th."I did then, what I knew then. And when I knew better, I did better"0 -
I've only had one buyer try to leave a neg in over 1300 transactions they left a nasty feedback comment and a neg but as they had not responded when I closed the dispute the rating was removed and ebay put a note under their comment saying that the rating was removed due to them not responding to a dispute. I also put my own comment under their feedback comment, saying something like 'unjustified feedback, please read the rest of my feedback comments'.0

So do you have to close the dispute yourself then? Or does it close automatically?
I remembered Ebay in the 'old days' where you could leave negative feedback if it was deserved without worrying about it back in return.
Never mind!"I did then, what I knew then. And when I knew better, I did better"0 -
You close it yourself, try on he 7th day if not the day after.0

You need to close the dispute yourself.
I have never seen ebay working a system where one person could leave a negative without it being returned and I've been an avid user for about 8 years now. This change to the system where an NPB who does not respond to the dispute loses the ability to leave feedback is the first time it has ever been possible.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. I tried to close yesterday, but it says it must be on the 8th day, which is today, so will close it this evening.
Thanks for all the replies. I think the new system for the NPB is great."I did then, what I knew then. And when I knew better, I did better"0 -

Where on ebay does it say this is the case? Reading the ebay forums I got the impression that feedback can be left by non paying bidders in all circumstances.0 -

When a buyer doesn't respond to an Unpaid Item notification and the seller issues an Unpaid Item strike against them, the buyer can still leave a Feedback comment, but the Feedback rating they leave for the transaction will not appear and will not count toward the seller’s Feedback Score.
