Citibank - is this the UK's worst bank?

The message you get this morning when you try to make a withdrawal!

Ring the helpline, as suggested, perhaps (0800 005500)? Doesn't connect at all. Then there's their refusal to operate Faster Payments as they were intended to be operated:

Does anyone know of a bank that's more difficult to deal with, more delay-ridden when you contact them, or just more downright rubbish than Citibank?
