Checking bulbs is something that small mechanics may not have time to do.
They don't work to the full schedule that a main dealer would, and unless you expect a small garage to stock every part for every car in the world having to wait for parts is normal.
Especially if you drive a rare Korean people carrier, If you drove a Ford Galaxy the filter may have been easier to find.
And why not simply ask for the bulbs to be changed?
Or do you think you are an investigative reporter for WhatCar?
Nice last sentence, I am sure it will encourage lots of input to your thread.
If you displayed that kind of atitude to your garage it may explain why he didn't feel inclined to go the extra mile.

It would appear you have used the garage previously so assume you have been happy with the previous service offered. Perhaps he was having an off day, why have a "blunt conversation" with him, this will only get his back up. By all means phone him or better still pop in and see him and tell him politely you were not happy with the level of service you received and how the situation can be resolved to your satisfaction
Waiting for filter, he will not stock the part so would in all probability order it from the local motor factors, depending on their location they may only deliver once a day. If he had to go and collect the time taken would appear on the bill, possibly not shown as collection of parts on the final bill. If car is not common possibility that the factors did not stock the part.
Bulbs, I think it is realistic to expect these to be changed. When I was on the shop floor would be expected to inspect a vehicle to MOT standards when in for service.
Service, what did you ask for. Service as per manufacturers recommendations and told him the book (with the schedule) was in the glove box. Or as many people used to ask us for, give it the once over and change the oil and filters0 -

Quite simply, the OP put in for a low level service and complained when he didn't get a full strip down and rebuild of his car. Also some parts not in stock so had to wait for them to be delivered.
When he didn't get the answers he wanted, he threw his teddy out of the pram.0
