Debt collection agencies - PPI

Evening,
I am asking this for my parents who have a credit card with mbna. They are thinking about claiming the PPI from it but need to know if they can even if the account has been passed onto a debt collection agency?
They do now have an agreement with mbna regarding monthly payments but wanted to check if PPI could still be claimed even though the above has happened.
Any information would be helpful and greatly appreciated.
