How long is the application process?

I applied for a credit card with Capital One last week. I called Capital One today to ask for an update and he was unable to help me; instead, he said, I should wait a further 7-10 working days, as although my initial application was successful, it's now being routed through some secondary process for a final decision.
I have a really good credit score and no blemishes on my credit file. I have a credit card with Amex and another with Virgin, which I pay off responsibly. Am a bit surprised that this Capital One application is taking so long.
Does this second stage mean I am likely to be refused?
In case you're curious, I am applying for this Capital One card because it gives a cash back bonus (as does my Amex). Unfortunately bathstore.com doesn't accept Amex, and as I am about to spend about £2.5k with them, I thought I'd get a cash back credit card just for this.
